WORK HISTORY

 

Security Manager

Center for Information dominance Unit, Monterey

7 years’ experience, 40hrs/week, from March 2008 - present

 

My primary function is to safeguard classified information and manage and perform all of the necessary duties to comply with DoD, Navy, and outside agency security policies, and maintain SCIF accreditation.  The SCIF I have managed for seven years is unique at the Presidio of Monterey and therefor as part of the SCIF non-proliferation policies, I often work with other military branches and DoD agencies to facilitate their use and need of SCI related services such as Indoctrination Assists, Visit Requests, and preparing for and hosting classified briefs and meetings with faculty and visiting VIPs. I generate, maintain, and administrate all of the required documentation for SCIF operations such as designation letters and access rosters. I lead and execute the required annual security inspections and ensure compliance with mandatory annual SCI training for indoctrinated personnel. I am in charge of planning all unit security training and administering unit security programs. 

 

I recently oversaw the installation and implementation of the next generation ICIDS IV alarms system and received a training diploma for it. I am also very familiar with managing, maintaining, and administering the JSIDS alarm system installed prior to that.  I am the principal administrator for the ICIDS IV system and can create various level user profiles and issue personal Identification Codes for access. I work closely with the N6/IT department and also oversaw the N6’s installation of SCI networks inside our SCIF as well as a number of compliance related projects related to those networks.

 

I work closely with the regional COMSEC manager for program compliance of borrowed EKMS equipment. I am familiar with the COMSEC Commanding Officers’ Handbook and am able to lead and advise the CO during spot checks.

 

I am responsible for the inventory, proper marking, and control of all classified material.

 

I manage Defense Courier Services (DCS) including the required courier training, briefing, and managing courier card controls.

 

I author, update and advise the SCIF Emergency Action and Destruction plans, working closely with the unit Safety Officer, the Presidio of Monterey Police Department (POMPD), and Unit Anti-Terrorism Officer (ATO). I also work with the ATO and the POMPD for designing and implementing AT training, policies, and procedures for the command and for command compliance with the garrison.

 

In 2010 I recognized a significant need for streamlining and consolidation of SSO related work processes which ultimately resulted in my decision to close down a redundant, undermanned satellite SCIF, and effect total physical rehabilitation of the main SCIF. Those efforts recaptured more than 30% (about $20,000 annually) of manpower and other resources, and reduced vulnerability to potential security related incidents and or violations immeasurably. This realignment enabled focus on a new, tighter security program based on: (1) education and awareness programs and (2) intensification of continuous evaluation program which dramatically decreased security holds and increased provision of fleet ready sailors.

 

On a daily basis I perform all tasks related to Personnel Security for about 700 personnel which includes CIDUM Staff and student body as well as various individuals of other organizations that require local SSO service. I am an expert at evaluating an individual’s potential to qualify for security clearance. I review personal background information prior to submission of the application for security clearance (SF86); I am thoroughly familiar with DoD adjudicative guidelines and policies per DCID 6/4 and ICD, and can recognize and evaluate potential disqualifiers, errors and omission of information. I can advise accurately on an individual’s suitability for or ability to acquire the necessary security clearance to perform the mission.  I can accurately estimate the probable outcome and potential consequences of submitting derogatory information to DoDCAF. I am experienced with hands on use of Live Scan electronic finger printing equipment.

 

I have performed hundreds of SCI indoctrinations.

 

I am an expert JPAS Level III administrator. I have a formidable amount of experience with OPM portal and am an E-QIP account administrator. I also have administrative access to Central Adjudication Tracking System (CATS) and use it daily to correspond with DoDCAF case handlers and adjudicators. I am experienced with determining reportable information and submitting it to DoDCAF via Incident Report and Security Access Eligibility Reports. I am quick and thorough at analyzing and responding to requests from DoDCAF for amplifying information to be used in determining security clearance eligibility.

 

I work closely and regularly with the unit Legal Officer and am familiar with UCMJ and legal processes for both the military and civilian authorities. I also work very closely and discretely with the Medical Liaison Officer for vetting cases with emotional or mental health factors.

 

I perform approximately 500 Sensitive Compartment Information Pre-screening interviews per year as a part of the Continuous Evaluation Program and advise the cognizant security authority Cyber Command 10th Fleet, our commanding officer, intelligence community managers and gaining commands of both cleared and un-cleared information that could be in potential conflict with a future mission or assignment.

 

I facilitate the Counterintelligence Security Polygraph (CSP) program which currently produces approximately 500 completed CSP exams per year. I often collaborate with NCIS or the garrison’s Counter Intelligence Unit to address concerns that affect counterintelligence.

 

Sales Executive (Plastics Processing Industry)

Halco Plastics Machinery Co., Inc. – Huntington Beach, CA

5 years experience (40 hrs/week, Aug 1993 - July1998)

 

Halco is a sales agency that represents manufacturers of capital equipment used for processing plastics such as extruders, calenders aka high pressure plated rollers, gear pumps, static management, etc. I was originally hired as an office manager but on my own initiative quickly learned the product line and began to sell and earn commission. Besides selling capital equipment, Halco also earned commission for and served as a distribution point for a related commodity product (wire mesh screens and filters). Because of the success in sales, I was able to negotiate expansion of regional territory from three states (California, Arizona, and Nevada) to seven states (adding Washington, Oregon, Utah and Colorado) which increased our sales from about $100,000 to $250,000 per year. I managed the warehouse, inventory, and shipping and receiving.

. 

On my own initiative I single handedly transformed Halco into a nearly paperless environment. I independently researched all the necessary software and tools, justified and planned the purchases for necessary hardware and software and acquired the necessary training for myself. I established new inventory maintenance and bookkeeping procedures using Quick Books Pro by Quicken. I established the company’s first electronic contact management program using Goldmine.

 

Co-Owner/Founder (Autosports)

Omega Motorsports – Culver City, CA

4 years experience (40 hrs/week, May 1998 - July 2002)

 

My personal interest and involvement with the Alfa Romeo Club of Southern California lead me into an opportunity to establish an exclusive, niche auto garage which was desperately needed by the Alfa Romeo community. Unfortunately, the talent mechanic Uwe Backer did not have the experience to start or run a small business so I volunteered my spare time to assist him and we became business partners. I created the business plan (Business Plan Pro) and presented the plan to traditional financial institutions for necessary financing. Meanwhile, I also offered our key potential clients the opportunity for a private investment in Omega Motorsports and it was ultimately by private funding I was able to acquire 100% funds ($30,000) for our start up at a much lower rate of interest than the banks could offer. After two years, we had paid off all our debt and annual sales were well over $100,000 per year and growing.

 

Equipment and inventory for the garage was acquired creatively by negotiating with and purchasing used equipment and unused inventory from garages and dealerships across the US that were discontinuing services for Alfa Romeo. I established a parts inventory management program (Quick Books Pro) and did all the purchasing, invoicing, accounts payable and receivable myself.

 

Using my sales skills I built the client base to about 250 customers by socializing at Alfa Romeo events and organizing private events such as car shows, dyno-meter diagnostic tests, dinner parties, and rallies, etc. I personally designed and created our brand, logo, website, business cards and invoicing system. I kept books and managed accounts both payable and receivable, payroll, and taxes.

 

Owner/Founder (Plastics Processing Industry)

Omega Extrusion and Filtration - Los Angeles, CA

1 year experience (20 hrs/week, Oct 2000 - Oct 2002)

 

This a small company that I started in order to sell plastics processing equipment as an official representative for Kreyenborg GmbH. Because capitol sales of this type of product (valued anywhere from $30,000 - $250,000) are few and far between, taking sometimes years to manifest in a sale, I built an inventory of related commodity parts (wire mesh filtration screens) to sell so that I could keep in regular, weekly contact and build rapport with my client base. I purchased these parts in bulk from China, arranged for sea transport, warehoused them at Omega Motorsports and set up a business front in communal office space in West Los Angeles. I distributed in the US, Mexico, and Canada. I handled all the bank transfers and customs brokering myself without intermediate agency assistance by using the resources at the small business center to learn about international trading. I drove a fork lift and loaded at the ship yard, drove a 12 wheel truck myself, and unloaded with my forklift at my warehouse.

 

 

 

Project Manager (Graphic Design)

Graphic Vision Ltd.– Kerikeri, New Zealand

1 year experience, (40 hrs/week, Oct 2002 – Jun 2002)

 

Based on my previous small business success I was invited by the owner of this small company in New Zealand to step in and correct this firm’s profitability which was growing in deficit at the rate of approximately $10,000 per month.  I wrote a business plan which suggested restructuring in staff and location to correct the deficit. I implemented book keeping control and financial management procedures and wrote budgets. I ran payroll. I advertised for and interviewed potential employees. I was denied a work visa as my skills were not found by the New Zealand government to be unique among the countries population. I had another more lucrative job offer with an American company so I did not reapply for the work visa and left Graphic Vision.

 

I also took a unique and rewarding opportunity to intern with our principal photographer. My greatest experience and accomplishment in that was exclusive permission to document a native Maori ceremony on sacred land consecrating a new structure. This event was prohibited to the public. We took over 4000 photos, some of which were published in National Geographic.
